He is the Past President and a Life Member of the National Association of State Procurement Officers (NASPO), former chair of the Procurement and Materials Management Committee and director for the American Public Transit Association (APTA), and he is a trainer for NIGP, NASPO, and the National Transit Institute (NTI) at Rutgers University. John recently retired as vice president of procurement for Dallas Area Rapid Transit, where he was responsible for more than $3B in public works construction.
